Position Summary

Reporting to the Director, Redevelopment, Facilities and Support Services, the Manager of Construction is responsible for the leadership, planning and implementation of Major Redevelopment and Capital Projects. The Manager of Construction will bring a broad understanding of clinical planning, site planning, design, contract documents, procurement, and construction for full capital project delivery. This position will provide leadership to a multi-disciplinary team of hospital clinical and support service staff, consultants, contractors, and others, to develop and implement Redevelopment and Capital projects on time and within budget, and to be consistent with applicable regulations, codes and clinical standards. This position will fully manage or support the planning and design of all major capital and MOH redevelopment projects, and then also be responsible for the construction administration and delivery until project closeout. The Manager of Construction will oversee and manage direct reports of staff (project managers, project coordinators) and students who are assigned to these projects from time to time. The Manager of Construction is required to be knowledgeable in, and complete work according to recognized project management “best practice” standards. The Successful Respondent will be required to schedule and manage all legislative requirements of the project including requirements as established by MOHLTC and local, provincial and federal authorities having jurisdiction.

Required

• Post-secondary education or secondary education with minimum ten (10) years directly related project management and construction administration experience.
• Minimum five years of experience managing construction redevelopment projects of up to $100 Million in acute care hospitals.
• Good working knowledge of the Ontario Building Code, Ontario Fire Code, Building Accessibility Standards, CSA standards related to building systems, Infection Control during Construction,
• Knowledge of and experience working with municipal planning processes and standards,
• Detailed knowledge of Ontario Ministry of Health programming standards, related to acute care hospitals,
• Detailed knowledge of the MOHLTC Five Stage Capital Planning and approvals process,
• In-depth knowledge building infrastructure support systems including, HVAC, lighting, medical gases, V/D communications, IT, Building Automation (BAS), Access Control,
• Proficient computer skills in Microsoft Word, Excel, Power Point. Microsoft Project, AutoCAD
• General Skills:
o Excellent written and oral communication,
o Excellent planning, analytical and organizational skills,
o Evidence of effective organizational, interpersonal, leadership, judgment, critical thinking and decision-making
o Ability to work effectively within a multi-disciplinary team,
o Flexible, self-directed and able to work effectively with minimal supervision,

Professional Affiliation/Certification
• Project Management Professional Certification (PMP, Project Management Institute) considered an asset

Duties

Key Responsibilities
• Leads the planning, implementation, and construction of assigned hospital capital redevelopment projects from initiation to closeout or parts thereof.
• Work in collaboration with internal and external stakeholders to ensure the successful development of project goals
• Establishes a framework for guiding and facilitating stakeholder communication, input, planning, requirements gathering and the development of overall project deliverables
• Ensures project management principles and procedures are put in place to provide sufficient controls with respect to monitoring the activities, schedule, budget and scope of redevelopment projects
• Works with the leadership team, Foundations and other partners to enable the Quinte Health strategic plan and supports the vision, mission and values of Quinte Health
(a) Schedule/Plan/Manage
• Develop project charters and pre-capital business case proposals (identification of needs, definition of scope, delivery objectives, cost, and timelines).
• Manage architects/engineers, support consultants, multi-disciplinary teams and councils and administration representatives for preparation of planning documents, as required by the MoHLTC (Capital Planning Process) including, collection of information, design meetings, distribution of information/data within planning and design teams. Review reports, drawings and specifications produced by consultants,
• Creates and/or manage project schedules creating clear expectations on milestones and deliverables, developing strategies to mitigate delays.
• Proactively manage and monitor deliverables and progress of work of Consultants, Quinte Health Care Project Committees/Working Groups and core Project Management Team resources
• Provide project planning for entire project phases such as Design, Construction and Post-Construction phases
• Develop, implement and manage a risk management plan for the entire project, providing report updates
• Manage FF&E plan including coordination with consultants to prepare a detailed action plan.
• Plan and coordinate all aspects of operational readiness and move management for the new facilities
• Co-ordinate and document the commissioning of the building systems incorporating the input of the Commissioning Agent, contractor, vendors and Quinte Health operating staff.
• Ensure a comprehensive Commissioning (Cx) Plan is developed early in the planning that then ensures contractor delivers construction as per design

(d) Communication/Coordination
• Communicate and liaise with key stakeholders such as Infrastructure Ontario, Ministry of Health, other government entities, utilities and other groups and authorities having jurisdiction, as well as Quinte Health entities such as Foundation, Auxiliary, Board of Directors and other community stakeholders
• The Manager of Construction shall maintain a close relationship with other Quinte Health clinical and non-clinical operating staff to ensure the smooth and proper take-over of the completed work including all requisite training of and instructions to Quinte Health’s personnel, are delivered as per contract specifications.
• Work in collaboration with Quinte Health Communications Dept on all project communications to internal and external stakeholders including Quinte Health staff, public, local, municipal and provincial entities.

(e) Selection of Other Consultants/Vendors/Contractors
• Manage the entire procurement process for acquiring needed goods and services for the project following Quinte Health policies, procedures and Broader Public Sector (BPS) directives.
• Prepare Request for Proposal, (RFx), coordinate the preparation of all tender documents and manage the procurement process for all specialty sub-consultants
• Prepare contract documents for award, ensuring receipt of required leadership approvals.

(f) Cost Estimates/Control/Quality
• Work with Cost Consultants and Prime consultant to prepare and present costing at key design stages such as 50%, 90% and Issued for Construction (IFC) Contract Documents
• Review developing designs for constructability, value for money, life cycle costing and effectiveness
• Establish a cost breakdown for control purposes and prepare monthly reports including standard RFIs, CCNs , Cost to Complete, identify all encumbrances, cash flow, schedule and risk analysis update for the project
• Provide technical and financial administration with respect to progress payments, Construction Act, updating cash flows, and hold back releases, working in cooperation with Quinte Health’s Finance Department.
• Manage the budget of the project through effective cost control strategies (ie Value Engineering), provide financial reports based on expenditures, encumbrances and commitments, budget vs. actual etc.
• Develop strong attention to detail for all contractual language, ensuring consultants provide an accurate and coordinated front end, specification and drawings, and then ensure General Contractor meets quality and accuracy as per contract.

(g) Project Reporting/Meetings
• Present weekly project status reports with appropriate revisions and updates, including financial and scheduling updates to project stakeholders
• Submit monthly reports with full financial and scheduling updates and outline issues and project status. Develop in collaboration with leadership on format of standard reporting
• Chair, prepare minutes or ensure minutes are taken and distributed for all project meetings

(h) Health and Safety
• Ensure that a Construction Health and Safety Program that complies with the OHSA is established and administered by GC on the project site
• Take steps to ensure that Quinte Health does not become the “Constructor”
• Establish a compliance program of the General Contractors health and safety program and prepare weekly and monthly reports to document audit activity, findings, directives and outcomes.

(i) Document Control
• Develop and maintain a robust electronic and hardcopy document management, tracking and archive system to ensure accurate and ease of access to all project level documentation
• Control and manage the timely flow of project related documentation including drawings and specifications, shop drawings, RFIs, site instructions, change orders, change directives and contemplated change orders.

(j) Close Out
• Manage closeout of contracts and handover of the facilities to users including, systems commissioning and testing, code certifications, consultant certifications, building occupancy permits.
